Mr. William (Bill) Parker is the Chief Operating Officer at Salient Federal Solutions, Inc., an information technology and engineering services firm specializing in intelligence, defense, homeland security and cyber security. As Chief Operating Officer, Mr. Parker is responsible for ensuring the development and coordination of Salient's corporate operations, strategic planning, and business services. Prior to Salient, Mr. Parker served as Chief Operating Officer of NCI Information Systems, Inc., a publicly traded Federal technology services corporation with over $350 million in annual revenue. Previously, he was President of Karta Technologies of San Antonio, acquired by NCI in June 2007. Prior to joining Karta, he was the President and General Manager of Pinkerton Computer Consultants, Inc. (PCCI), Government Solutions Division (GSD), a government information technology (IT) company with specific data management solutions to government enterprise.

He was formerly the Executive Vice President at CACI International, Inc., where he managed CACI's IT business area. As Executive Vice President at CACI, Mr. Parker was the Director of Business Development, Marketing, and Sales where he developed the strategic plans and directed the business development efforts that resulted in the company's major expansion and diversification into information systems development. He was also CEO of Crosswalk.com, a publicly traded Internet company, building the start-up from relative obscurity to national prominence, being recognized by personal appearances on CNBC and feature articles in USA Today and Money magazine.

Mr. Parker is also the founder of Parker Associates, LLC, which provides strategic consulting and planning services for top management in the government technology services industry, enhancing value to ownership through improved operations and better business development. Mr. Parker is a graduate of the U.S. Naval Academy and served six years in the U.S. Navy.
