Position Title: Contract/Subcontract Administrator Northern Virginia
Position Summary: The Contracts/Subcontracts Specialist is responsible for all aspects of hands-on government contract administration including the administration of contract awards, task orders, modifications, through close-out. Facilitates the execution of consulting agreements, teaming agreements and non-disclosure agreements. Duties also include the review contract documentation to ensure adherence to policies and procedures, sound business practices, and risk mitigation; and review of contract documentation to ensure accuracy and acceptability. Interaction with management and program staff to obtain necessary approvals, prepares contract and subcontract documentation packages for review/approval.
Responsibilities
- Process task order requests and facilitate the submission of task order proposals.
- Review and process contract actions (e.g. modifications, task orders, delivery orders)
- Initiate, review and distribute a wide range of contractual documents and agreements to include: Non Disclosure Agreements (NDAs), Teaming Agreements (TAs), Subcontract Agreements and Memorandum of Understandings (MOUs) with subcontractors.
- Responsible for the creation, distribution, and negotiation of all Company issued NDA's, TA's, PSA's, Task Orders and Subcontract Agreements with review by the Director of Contracts
- Responds directly to internal and external Customers regarding status of the above listed activities
- Review Prime Contract requirements and incorporate applicable flow-downs, SOW and reporting requirements to the Subcontractors/PSA holders
- Work with Program Management, Director of Contracts, and Finance/Accounting Department to ensure all requirements are captured in the resultant Subcontract/PSA.
- Assist Business Unit Leads, Director/Manager Contracts, Program Managers, and Business Development Managers in resolving subcontract/PSA/TA/NDA contractual issues.
- Initiate Subcontract close-out with Vendor
- Assist the Director of Contracts in developing and maintaining the Contracts department processes and procedures.
- Monitor contracts for compliance.
- Work independently and with limited supervision performing all contract administration for various federal government contracts and subcontracts.
- Initiate, prepare, and finalize contracts, delivery/task orders and modifications for approval.
- Assist with the performance of the contractual closeout function for all contract types.
- Maintain contract/subcontract/PSA/vendor files in accordance with company standards.
- Enter and maintain contract data into Deltek and in the Contracts Database.
- Draft correspondence to various clients including Contracting Officers and authorized ordering officers as directed by the Director of Contracts.
- Assist Business Unit Leads, Director/Manager Contracts, Program Managers, and Business Development Managers in resolving contractual issues.
- Interact frequently with internal functional support personnel, (i.e. Contracts Manager, Accounting, and HR) to ensure smooth project and program management.
- Assist in any other contract administration duties as may be required. This position will require moderate oversight from the Director of Contract
Knowledge and Skills Required
- Competency in Microsoft applications including Word, Excel, and Outlook.
- Organizational, verbal and written communication skills a must.
- Attention to detail and ability to multi-task is an asset.
- Excellent teamwork and interpersonal skills. Ability to multi-task and prioritize duties.
- Knowledge of Deltek GCS Premier preferred.
- General knowledge of Subcontract Administration and Contract Types to include Time and Material, Cost Reimbursable and Fixed Price Contracts.
- General Knowledge of the FAR and ability to independently research FAR issues during Subcontract negotiation
- Must be able to works independently and prioritize taskings
Supervision
This position will receive technical direction from and report to the Director of Contracts
Extent of Public Contact
- Within the Corporation: Requires working cooperatively with all Sevatec employees. Ability to effectively communicate at all levels in a professional manner with the ability to resolve routine accounting-related questions and issues.
- Outside the Corporation: Will frequently be in contact with vendors, customers, and other outside stakeholders.
Education/Training/Experience
- A Bachelors Degree is required.
- General Knowledge of U.S. Government contracting regulations is required.
- Excellent oral and written communication skills are essential.
- Strong attention to detail and good organization skills.
- Ability to meet deadlines and tight time constraints.
- 3-5 years experience in government contracting/subcontracting and/or procurement.
