Minimum Qualifications for Computer Systems Analyst II:

• Bachelor’s degree in Computer Science or a relevant computer-related field or equivalent experience.
• Demonstrated ADP experience in all of the following phases of system life cycle design and development: Initiation Phase, Definition Phase, Design Phase, Programming Phase, Test Phase, Implementation Phase, and Maintenance Phase.
• Demonstrated experience in preparing feasibility studies and cost-benefit analyses, interpreting user defined requirements, and expertise in designing and developing and implementing distributed ADP systems.
• Demonstrated recent experience in structured analysis and design techniques, with documented evidence of top down approach to analysis to include use of data flow diagrams to illustrate visually a logical system model.
• Substantial experience in designing and developing applications for UNIX-based RDBMS, using data modeling and normalization techniques.
• Demonstrated expertise in developing web-based applications using Java and RDBMS such as Informix, DB2, Oracle, or Sybase. Exposure to an Integrated Development Environment (IDE) for application development (ex. Apache Ant, Eclipse) and variety of Web browsers.
• Demonstrated experience using Web application development tools such as HTML, JavaScript, Perl/PHP, etc.
• Demonstrated experience in top-down structured programming using UNIX and JAVA. Demonstrated experience writing scripts in C/Bourne/Korn shell scripting language.
• Working knowledge in using JAD/RAD techniques to prototype applications.
• Capable of generating finished documentation using word processing software.
• Excellent oral and written communications skills with the ability to develop and present comprehensive technical presentations.
• Working knowledge of Software Engineering Institute’s (SEI) Capability Maturity Model (CMM) or ISO 9000 documentation and life-cycle policies.
